Mitchell holds a Bachelor of Science in Environmental Engineering from Tarleton State University and a Master of Geographic Information Systems from Penn State University. Mitchell started working for the District as the staff Hydrologist in 2010, appointed Assistant General Manager/Hydrologist August 2016, and appointed General Manager June 2017. He has extensive knowledge of groundwater resources in Central Texas and represents the District on GMA 8 and Region K Boards.

Shrader grew up in Burnet County, and graduated from the University of Texas at San Antonio with a B.S. in Geology. He started with the District in 2022, and holds a GeologistIn-Training Certification.

Tracy was born and raised in Texas, spending her childhood in both Austin and Dallas. She became the Office Manager of the District in February 2024. She brings over 20 years of office management experience to the district, with former positions in the insurance, marina, and retail industries. Tracy and her husband have 2 children, and spend a majority of their time cheering them on at their softball and baseball games.
